U.S. Proposes Major Tariffs on Canadian Drug Exports
Earlier this month, the U.S. government signaled it may impose pharmaceutical tariffs of up to 200% on medications exported from Canada. While no official policy has been enacted yet, this announcement has already sent shockwaves through the pharmaceutical industry, especially in provinces like Manitoba where medicine manufacturing is a major economic driver.
“If a 200 per cent tariff were to be put into place, then [drug manufacturers] would have to reconsider whether it makes sense to manufacture in Canada,” said Shawn Bugden, Dean of Pharmacy at Memorial University.
What Does This Mean for Canadian Patients?
While the full impact of these potential tariffs is still uncertain, experts agree the situation is complex. Canada already imports 70% of its medications, including 16% from the U.S., worth nearly $9 billion. Any disruptions in trade—whether from tariffs or retaliatory measures—could affect both drug pricing and availability.
Risks to Canadian Drug Supply Security
If U.S. tariffs make it more expensive to export pharmaceuticals from Canada, companies may shift manufacturing out of the country entirely. This could weaken Canada’s drug supply chain and reduce our ability to manage shortages—something many of us experienced firsthand during the COVID-19 pandemic.
Canada’s Drug Price Control System Under Pressure
A lesser-known but important consequence of such tariffs could be pressure on Canada’s drug price regulation system—namely the Patented Medicine Prices Review Board (PMPRB) and the pan-Canadian Pharmaceutical Alliance. These institutions keep drug prices lower in Canada by setting limits and negotiating pricing with manufacturers.
But if global drug production costs rise due to tariffs, Canadian regulators may find it harder to enforce price caps, especially for life-saving medications. This could lead to higher prices for patients—or reduced access if companies choose not to launch their products here.

Fortunately, there’s no need to panic or stockpile your medications. As Bugden says, “I don’t think consumers need to worry about the prices changing tomorrow. Keep calm and carry on.”
