Did you know that a 71-year-old law from 1954 still allows non-pharmacist corporations to own and operate hundreds of pharmacies across Ontario? While Ontario law requires that only pharmacists can own a pharmacy, a loophole allows corporations with pre-1954 business charters to bypass this rule. These rare corporate licenses—now selling for millions—have enabled large companies and investors with no healthcare background to control nearly 1 in 5 pharmacies in the province. According to the Ontario College of Pharmacists (OCP), 46 of these charter corporations own 954 pharmacies, and just 11 companies own the vast majority of them.
What does this mean for patients?
It means that many pharmacies are operated under corporate oversight, where the focus may not always align with front-line patient care. These corporations aren’t directly overseen by the OCP in the same way that pharmacist-owners are. The College can discipline health professionals, but not business executives with no medical credentials.
